Pictorial Turn & Bank

I have a Pictorial Turn & Bank that was purchased from an individual as new - uninstalled previously but unknown when it was manufactured. I have installed this in my panel and when I power up the nav/com and the Turn & Bank, I get lots of noise in the speaker and the headset output from the nav/com. The nav/com is a King Kx170B that is grounded to the same ground block as the Turn and Bank.

A further problem (maybe) is that when I tilt the panel to simulate banking of the aircraft, the aircraft image and horizon line do not move but the ball does.

Let me know what information you need to point me in the right direction to diagnose and resolve the noise and non functioning turn & bank action.

To be brutally honest, I'm stumped. It makes noise like it's powering up, but doesn't actually move. At this point my only suggestion would be to send it to us. Let me know when you'd like to do that and I'll get you an RMA number. Thanks!
