No Workie!

As far as I can tell, the wiring harness seems to be wired correctly and we went thru the ground check and everything seems okay. BUT the servo doesn't want to move at all. Not even a tiny budge. The voltage at pin #6 was 4.65v. Not quite the 5 volts specified in the manual.
I don't quite know what to check next. Is there a way to check the servo? Perhaps I should have SteinAir make a new wiring harness.
